Overview

The Public/Private Partnership Chair (PPP) originated in the recognition of an important accumulation of facts and knowledge on the topic and practice of states, local authorities and businesses in the field of public/private partnerships in the broad sense (concessions, outsourcing of public services, partnership contracts, private finance initiatives, etc.). For the last 20 years, the provision of public services (for example, the distribution and purification of water, public transport, education, infrastructure, etc.) has been subject to significant changes, both in developed and developing countries.

Largely ignored by the academic community a decade ago, public/private partnerships now give rise to much fruitful consideration, at both national and international levels. In the academic field, analytical tools have been developed (Contract Theory, Neo-institutional theory, Institution Theory) with the aim of supplying answers to such varied questions as:

• the advantages and limitations of public/private partnerships (EPPP)
• the contractual structure of such partnerships
• how the economic and institutional environment impacts on EPPPs
• the way PPP contracts are awarded and how this bears on EPPPs
• the strategies of both public and private players.

The chair is a forum for the exchange of ideas and dialogue aimed at illuminating what is at stake with EPPPs and at generating common knowledge in the form of working documents, studies and articles published in scientific publications. It gathers together a group of international researchers and practitioners with the aim of bringing to the fore the facts and assumptions available for theoretical approaches to PPP. This bringing closely together of academic and professional fraternities on the topic of PPP is particularly valuable as it can bypass often sterile debates on the efficiency or inefficiency of public/private partnerships, commonly based more on ideology than on economically reasonable arguments.

MAPPP Mission d’Appui à la Réalisation des Contrats de Patenariats (Mission to Support the Realisation of Partnership contracts)
The first vocation of the mission, which is also qualified as an expert organisation, is to support public authorities and all the professional participants in the preparation of partnership contracts: it can thus carry out an expert assessment of the general economy of a project and help the public authority leading the project to move on to the assessment of the required evaluation.
The mission also makes a contribution during the phase when contracts are negotiated and awarded. To this end it has developed recommendations and explanatory documents, in particular the practical guide published by Minefe (the Ministry for the Economy, Industry and employment), Partnership contracts – Principles and methods, which sets out a series of guidelines for the signing of contracts.

Paris Habitat-OPH
Paris Habitat-OPH was founded in 1912 and it is the largest public housing agency in France.
In its capacity as a public housing agency, it comes under private law accounting and is required to produce balanced financial statements. Nonetheless, it is subject to the Government Contracts Code in terms of organizing competitive tenders.
Paris Habitat-OPH is an agency under the supervision of the Government which control its management. It is furthermore the privileged tool of its reference collectivity, in this case the city of Paris.
